As Government Representative in the Senate, Senator Marc Gold is responsible for shepherding Government legislation through the Upper Chamber. One piece of Government legislation that is currently before the Senate is focused on the protection of elephants and great apes in Canada. Bill S-15, An Act to amend the Criminal Code and the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act, originated in the Senate on November 21, 2023. This legislation aims to ban the new captivity of elephants and great apes in Canada – including breeding – except if licenced for the best interest of the animal’s welfare, conservation or scientific research. The legislation was adopted at second reading and referred to the Standing Senate Committee on Legal and Constitutional Affairs for further review on March 19, 2024. Senator Gold will work with Senator Klyne to ensure the legislation is studied at committee in a timely matter. After committee study, the bill can be debated and, ultimately, voted on at third reading in the Senate. As the bill originated in the Senate, it must then be sent to the House of Commons and complete all legislative stages there before it can receive Royal Assent.

 

It’s a broad topic – the legislation as a whole – to allow you to take a broad look at conservation policy.
