Town of Rosemere – Youth Centre
Context
For many years, the town of Rosemere had a Youth Centre. In the years leading up to COVID, fewer and fewer kids showed up for activities due to an increase in online gaming. Also, our young people began to spend more more time on cellphones and lost interest in “in-person” activities. The youth centre in Rosemere closed during COVID and never reopened.
What is a Youth Centre?
A youth centre, often called youth club, is a place where young people (typically 11- 16yrs) can meet and participate in a variety of activities. For example, tabletop hockey, fuzzball, ping pong, video games and other community activities. Youth clubs and centres vary in their activities across the different municipalities they serve. Youth Centres are often supported by volunteers and charitable organizations, but more often than not, towns and municipalities help with paying of rent (or supply a space). Towns also help pay for equipment, programming and supervisory functions. Depending on how many kids go, Youth Centres are open from 3pm to 9pm or so most days of the week.
Problem
Over the course of the past several months, many parents of kids in this age bracket are noticing that their children are not leaving their rooms and not developing in-person social skills and relationships with their peers. Parents are also noticing a decline in physical activity and an increased dependency on cell phones as their kids’ only method of interacting with other kids. This is proving to have negative effects from a mental and physical health perspective.
Opportunity
We are asking for your help to re-establish a youth centre (or youth club) in our municipality. The Town of Rosemere is willing to participate financially, but we are unable absorb (pay for) all of the costs associated with this project. We are able to allocate some resources (staff, equipment, location, etc…) but not all. This is where you come in….
What we need from you:
· A proposal to re-establish a youth centre
What will need to be included in your proposal:
1. It must be given a name
§ Something that will get the attention of its intended market (11–16-year-olds)
§ Something that will explain its purpose (for kids to meet and interact with other kids)
§ 650+ Youth Group Names That Stand Out
2. Meeting place (a location)
§ What activity equipment will be needed (e.g: tv, ping pong table, etc..)
§ Location: near skate park, hockey arena, outdoor basketball courts, etc….
§ Supply some images of what the ideal interior would look like (equipment, setup, etc…)
§ Evaluating Premises for Out of School Clubs | Kids Club HQ
3. Financing/Budget (how much will it cost to run)
§ For building (monthly rent) $$$
§ Equipment $$$
§ Operating costs (ongoing expenses: electrical bills, supervision, external activities, i.e: day trip to amusement/water park, etc…) $$$
§ How much of the above will you ask for from the city
§ Will there be a fee for kids who participate? If so, how much?

4. External Support
§ Supply a brief letter asking for funding ($) from charitable organizations/foundations (to help with what the city will not fund)
§ Supply a brief letter asking for parents to help as volunteers to reduce costs

5. Programming
§ What activities would be offered
§ Create an example of daily activities for a week (Mon-Fri, 3-9pm)
§ Include ideas for special outings (water/amusement park, etc..)

6. Marketing plan - How do you make kids (and parents) aware of this new Youth Centre in town?
§ Town website/social media platforms
§ Town bulletins, etc…

In order for your proposal to be considered by City Council, all of the above questions must be addressed.
